When I first faxed the evidence August 10 2005 to the Investigations and Enforcement Unit they were quite abrupt refusing to investigate and refusing to write to explain why. 

With persistence continuing to fax them finally after about a month September 6 2005 Dave Grech wrote to explain absolutely incoherent to the evidence and quite frankly absurd. 

Please note that his boss was Minister John Gerretson of the Ministry of Municipal Affairs and Housing 

The Attorney General at the time was Michael Bryant who was the advisor of all Ontario government departments, agencies and police that included the Minister John Gerretsen who monitored the Tenant Protection Act, 1997 at the time.
